Description of the Works

The project which the scope of works is described below, is located in Ebeye, part of the Kwajalein Atoll in the Republic of Marshall Islands. The project aims to address one of the biggest challenges currently faces residents on Ebeye, as rising sea levels and adverse weather events causing the ocean to inundate the low-lying island.

The project is to construct a coastal protection system along the 2.1km western facing coastline of Ebeye. The Constructor is to choose one of the three short-listed Design options and submit a bid based on that chosen design.

The scope of works for construction of the coastal protection system shall include construction of the coastal protection system (either option A, B or C ) over the entire 2,100m length as indicated in the plans along with the associated infrastructure including:

  • Armor stone / concrete wall / concrete barrier / cee-bees

  • Maintenance corridor

  • Pedestrian Access ways

  • Drainage infrastructure

The Contractor will need to allow for all works associated with construction of the coastal protection system including:

  1. Provision of all documentation and management plans required including evidence of insurance currency, OH&S Management Plan, Environmental Management Plan, Traffic Management Plan, Site Management Plan, Project Delivery Plan, Mobilisation Plan etc. Documentation to be submitted will include a project program that details key milestones.

  2. Set-out & survey of the work site to confirm location of all items that are included as part of the works, to establish any ‘no-go zones’ and verify existing features and levels.

  3. Undertaking of an Unexploded Ordinance Survey to ensure construction of the works can occur safely along the length of the island

  4. Any demolition or site preparation required to construct the coastal protection system and/or gain access to the site.

  5. Submission of suitable design mixes for approval for all aggregates and subsequent testing, QA and laboratory analysis as identified in the Specification

  6. Procurement (purchasing) all materials (including aggregates such as core rock, underlayers), armor stone, precast elements, drainage infrastructure, geofabrics, steel reinforcement, cement, formwork, falsework, required to complete the construction of the system.

  7. Transport & logistics includes purchasing materials from sustainable source, all transporting to site (trucks, barge, ships, unloading / loading,) as well as paying for any import / export duties that are required

  8. Covering any taxes, duties, import / export fees, authority fees that are required to complete the works

  9. Navigation infrastructure that is to be placed on along the coastal protection system

  10. Procurement and installation of four (x4) suitable time lapse camera systems that are remotely accessible to the Client, the Engineer, and the Contractor.

  11. Completion & submission of all as-built drawings, documentation, and operational maintenance manuals

  12. Submission of Deed of Warranties for the period determined in the specification
